Why is it changing?

Hi, I just want to know, why is the block generation time is changing? Can someone explain it? Thanks!
And I need a coin to start mining, if you give me 1 coin, I will give you 2, if I can mine! And can someone

For the block times, the target is 4 minutes, which will be the average. The difficulty changes as more capacity is added or subtracted to the network to try to keep around 4 minutes. Just like BTC is never exactly 10 minutes, thus Burst isn’t ever exactly 4.
